The Friendly Experimental Class (FEC) program, as one of the programs of the largest scale and highest level since China set up its diplomat relationship with New Zealand in 1972, started its foundation in 2002 and has been gaining much great support from the Ministry of Education of New Zealand and that of China. Having achieved some valuable experience in Tianjin, the Western Institute of Technology at Taranaki (WITT New Zealand), the program operator, cooperates with CEAIE (China Education Association of International Exchange). On May eighth, 2002, the Standing Committee Member, Secretaries-General of CEAIE, You Shaozhong signed the “FEC Program Understanding Memorandum” with the Principle of the Western Institute Technology at Taranaki, Paul Sutcliffe in Beijing.
